Regarding the HVAC system.  Given that the information we are being provided is clearly second hand and within the scope of ... he said / she said ... we may or may have the whole story, but it is our understanding that a HVAC contractor has engaged work on the unit at the residence and determined that the heat exchanger is failed / cracked.
 
Furthermore, we understand that there is something about a 15 minute timer delay regarding the operation of the air conditioning system.
 
At the time of the test, power had been applied and we engaged the thermostat by placing the unit in cooling mode and lowering the temperature control.  Nothing happened.  Beyond this, we have never heard a 15 front end delay timer mechanism on any HVAC unit.  Sometimes, delay protection timers are used so as to safeguard the compressor.  This may be the case.
 
Regarding the furnace and the heat cell.  We made specific mention of the duct sizing and the fact that it was suspect that return duct was undersized, thus causing a reduced airflow / volume of the system (not meeting the manufacturer's specifications criteria) that would have greatly contributed to the premature failure of the heat cell; essentially it would have "cooked itself into failure."
 
On behalf of the Hamaty's, at the conclusion of the contractor's repairs ... we would request a copy of the contractor's completed product and general liability in force policies.  We would request a copy of the invoice for the work completed.  We would also request a statement in writing attesting that the 14" return duct in tandem with the 14" supply duct meets the criteria for the manufacturer's specifications as to the required airflow / volume and static pressure requirements; and that the system in its entirety has been confirmed to be operating as designed, as well as, his signature attesting to the affiance of the statements within.
